So the site has a page rank of seven or higher does it mean it is an authoritative site? Most webmasters will say "yes" but google has admitted that their PageRank system still has ways that it can be manipulated to give high page ranks.
If a page has high page rank, the best way to rank it is to do a little research on the website. The biggest most important factor is how old is the site. You can check on the age of a site by simply going to a whois site such as networksolutions. If a site is a page rank seven and was created three months earlier screams PR Manipulation. Another factor is using other metrics such as alexa, compete, quantcast, and technorati to name a few.
Don't always rely on the google tool bar. Google has said that it is simply for entertainment purposes.
